      Why Was Rashtriya Arogya Nidhi Needed?

      A serious illness can be financially devastating for low-income families. While schemes such as Janani Suraksha Yojana (JSY), Pradhan Mantri Matru Vandana Yojana (PMMVY), Nikshay Poshan Yojana, and Mission Vatsalya support maternal health, TB care, and child welfare, many poor families still struggle to afford expensive treatments for life-threatening diseases.

      Rashtriya Arogya Nidhi (RAN) was introduced to bridge this gap by providing financial assistance to Below Poverty Line (BPL) patients requiring costly treatment at government hospitals. The scheme ensures that lack of money does not prevent vulnerable families from accessing critical healthcare.

      What Is the Structure of the Rashtriya Arogya Nidhi Scheme?

      Rashtriya Arogya Nidhi is not a single fund, but it is an umbrella scheme that has three distinct components, each of which has its specific category of patients:

      • Rashtriya Arogya Nidhi (RAN)- Core Component: Assistance in the form of money towards life-threatening diseases related to the heart, kidney, liver and others in government super-speciality hospitals. The highest financial aid amount in this component is up to 15 lakh per patient.
      • Health Minister Cancer Patient Fund (HMCPF): This was established in 2009 and specifically targets cancer patients belonging to the BPL category. The treatment should be provided at one of the 27 Regional Cancer Centres (RCCs) across India. Each RCC has Revolving Funds of up to ₹50 lakh at its disposal. The maximum financial assistance under HMCPF is up to ₹15 lakh per patient.
      • Scheme on Financial Assistance in Rare Diseases: This aspect of the scheme is related to the treatment of patients with specified rare diseases in government hospitals with super-speciality facilities. The limit of three elements is up to 20 lakh per patient, the highest among all three components, since the treatment of rare diseases is exceptionally costly.

      Who Is Eligible for Rashtriya Arogya Nidhi?

      The eligibility is unique and should fulfil all of them:

      • The patient should be from a family that is registered as Below the Poverty Line (BPL) according to the respective State or UT poverty line.
      • The annual family income should not exceed ₹1,25,000.
      • The patient should be receiving treatment at a government hospital or an approved medical institute under the scheme.
      • The disease should be severe or life-threatening, like heart disease, kidney failure, liver disease, cancer or a given rare disease.
      • The same treatment should not be receiving financial aid from another government or a private source.
      • For HMCPF, treatment must be at one of the 27 approved Regional Cancer Centres.

      Who is NOT eligible:

      • The HMCPF component does not cover employees of the central government, state governments, or PSUs.
      • Patients who are undergoing cancer treatment at the hospital without any cost cannot access the funds of HMCPF.
      • Patients receiving treatment in a private hospital do not qualify in any aspect of RAN.

      How Does the Money Reach the Patient?

      It is a significant fact which numerous individuals overlook. Financial assistance from RAN is not given directly to the patient or the patient's family.

      RAN provides financial assistance for the treatment of several life-threatening diseases and specialised medical procedures at government super-speciality hospitals.

      How to apply for Rashtriya Arogya Nidhi

      All the application processes have to be routed through the government hospital where the patient is undergoing treatment. The steps are outlined below:

      • The application form for RAN is to be downloaded from MoHFW website www.mohfw.gov.in.
      • The application form has to be filled correctly and furnished with all required details.
      • The form is to be signed and stamped by the treating doctor or the Head of the Department.
      • It has to be counter-signed by the MS of the government hospital.
      • The completed application form and all necessary documents are to be submitted to the MS.
      • Where the treatment is beyond 2 lakhs the application is to be taken to the Ministry of Health & family Welfare for its processing and sanction.
      • The cases falling under HMCPF (Cancer Cases) the processing is done directly at the region cancer center desired.

      Documents Required For Rashtriya Arogya Nidhi

      The documents are very simple but must be in the correct order:

      • Completed application form signed by the treating doctor and Medical Superintendent.
      • Attested Ration Card photocopy (with the signature of a Gazetted Officer).
      • BPL Certificate of Income.
      • Identity proof of the patient and the complete medical reports are necessary.

      What Is NOT Covered Under RAN?

      Knowing the coverage is important but what is excluded from the coverage is equally important.

      • Under no circumstances will RAN cover private hospital treatment.
      • Everyday illnesses that do not need to be treated and are expensive or specialised treatments.
      • Generally, it is not allowed to recover previously incurred medical costs.
      • If the treatment is free of charge at the hospital, funds from HMCPF cannot be used.
      • The HMCPF component does not include government and PSU employees.
