What is RTO Form 29?

Form 29 is the ‘Notice of Transfer of Ownership of a Motor Vehicle’. Under the Central Motor Vehicle Rules, 1989, it is mandatory to submit Form 29 when selling a used vehicle in India. The seller officially notifies the licencing authority about the vehicle sale by signing this form. It makes sure the Registration Certificate (RC) of a vehicle is legally transferred to the new owner’s name.

Form 29 vs Form 30: What is the Difference?

The differences between Form 29 and Form 30 are tabulated below:

• Primary Purpose: Form 29 is a notice of transfer used to inform the RTO that the vehicle has been sold and delivered to another person, whereas Form 30 is a report/application for transfer that formally requests the RTO to update the RC with the buyer's name.
• Filled By: Form 29 is mainly signed by the seller, whereas Form 30 is signed by both the seller and the buyer.
• Timing: Form 29 is submitted immediately at the time of sale/delivery, whereas Form 30 is submitted along with Form 29 to complete the transfer process.
• Focus: Form 29 focuses on the date and time of vehicle delivery, whereas Form 30 focuses on the consent of both parties to change the registration records.

What Details are Included in Form 29?

Form 29 includes the following vehicle owner details and more:

• The Addressee: The form must be addressed to the Regional Transport Office (RTO) where the vehicle is currently registered.
• Seller’s Details: Name, address, and signature of the seller on whose name the vehicle is registered.
• Vehicle Details: Registration number, make and model, engine number, and chassis number or motor number of battery-operated vehicles.
• Buyer’s Information: Name, father’s/husband’s name, and residential address of the buyer.
• Date of Delivery: When the vehicle is delivered to the new owner.
• Office Endorsement Details: An authorised officer fills out this section. It covers details like the reference number, authorising officer’s designation/name, names of the buyer and seller, date of transfer, and officer’s signature and stamp.

How to Download Form 29?

The Parivahan Sewa portal is used to perform several vehicle and licence-related services online. You can use the steps given below to download Form 29 from the portal:

• Step 1: Visit the Parivahan Sewa website.
• Step 2: Click on the option given for 'Informational Services' from the navigation bar.
• Step 3: Tap on the 'Downloadable Forms' option.
• Step 4: On the next page, click on the 'Form 29' link to download the form.

How to Fill Out Form 29?

• Step 1: Download the Form 29 from the official Parivahan Sewa website.
• Step 2: Address the form to the registration authority.
• Step 3: Enter the seller's details, vehicle details, and buyer's details.
• Step 4: Type in the date, add the seller's signature, and submit it to the registering authority.
• Step 5: The registration authority will now add the required details and process them after verification.

Importance of Form 29

• Release of Liability: Once the RTO receives Form 29, it records that a vehicle transfer is in progress. This helps protect the seller from legal liabilities arising from accidents or crimes committed with the vehicle after the date of sale.
• Verification of Sale: It acts as proof that the sale was consensual and that the seller has received the consideration (payment) for the vehicle.
• Initiation of RC Transfer: Without Form 29, the RTO will not initiate the process of updating the buyer's name on the RC.

Common Reasons for Form 29 Rejection

These are some of the key reasons that result in the rejection of Form 29:

• Incorrect Chassis Number: Even a single-digit error in the 17-digit chassis number will lead to the rejection of the application.
• Signature Mismatch: The signature on the Form 29 must match the one on the original RTO records. An affidavit is required if it has changed over the years.
• Expired Documents: If the insurance policy or the PUC Certificate has expired, the form will be rejected.
• Invalid Address Proof: The application can be rejected if the address proof attached is invalid, such as an outdated electricity bill, an invalid rent agreement, etc.
• Wrong RTO Selection: Selecting an RTO that does not have jurisdiction over the buyer's or seller's address.
